Who is Cecelia LeGruin?

Cecelia is intelligent and talented, but also very bitter. At the top of her class, Cece longs for anything to make her less perfect, causing her to take up numerous bad habits (among which is is smoking) Despite her desire to be non-perfect, it drives her nuts when things are out of place and disorganized. For all her smarts, Cece is very cynical about her beliefs, which causes some friction in the team. She will always see things through to the end, no matter the odds. The only person that seems to be able to see through some of Cecelia's more elaborate facades is Erica Johannson, her roommate for the past three years and her best friend. In reality, all Cecelia really wants is to be seen as a normal person with normal troubles. In this sense, she almost resents being a Sailor Senshi, because it's one more reason for her to need to be perfect. Secretly, however, Cecelia is proud of her accomplishments, though she won't admit it to anyone, including herself.

Sailor Scorpius uses this attack to blast her enemies with a stream of pressurized air. She spins her staff until the air forms into a hurricane that she can throw at people.
